Questions have been raised about Who can or can not have the Power to perform a function of Local Government . There are different opinions as to whether the Mayor or the Council has the power to appoint a member of a commision or board. We know not a lot of thought about legality was considered. One point that is agreed to by most people is this. Vacant positions were not being filled in a timely manner. That situation had to be addressed. Accusation of cronyism and volunteers waiting on lists and never considered was also a point made.
The form of Goverment is the first part of the decision . Lincoln Park has a Weak Mayor ,manager / Council . Former Mayor Brown agreed to turn over his authority to run this city ,to a City Manager. It required confirmation by the Council . That is because the electors select a Mayor and Council seperately . The other form of a part-time or weak M/C the Council is chosen by the Electors and then the Council chooses a Mayor. In our city we elect and have designated one person to be Mayor ,with specific duties. We also elect members of a Council to assist the Mayor . We also ekect a City Clerk and Treasurer ,seperately , with specific duties. It is all covered under our City Charter . That charter is the Document the Electors of Lincoln Park voted to approve and the State recognizes that vote. The State protevts the vote of the electors and also has passed legislation that provides guidlines for all cities and townships to follow.
Our current council has ignored Their oath to uphold the Federal and State Constitutions and follow our Charter . They have not sought legal advice and may be bordering on violations of the cities Ethics Policy. We were told about long lists of volunteers for commisions . They have requested volunteers twice and say they can't fill the Board of Review ,without volunteers. Somebody is hiding facts from the People. What they have done is a power grab . Mrs Shaw said it very clear last Monday .The People will remember them in the next election. . They were free to vote no for any Vaslo appointment . The voice and will of the Electors is not their concern . Political agenda rules their decisions.
