New York State takes another step in policing the Internet with a new law aimed at keeping an eye on what convicted sex offenders do online,
The Electronic Security and Targeting of Online Predators Act, or e-STOP, would give the state and social networking sites some insight as to who is really going to some of these sites and potentially talking to your children,
Governor Paterson calls this a landmark in internet safety,
It requires sex offenders who already have to register their whereabouts with the state to also register their e-mail addresses and screen names,
Governor David Paterson signs a bill into law that will make the Internet a safer place for your children to be,
The Electronic Security and Targeting of Online Predators Act -- or e-STOP -- is meant to keep convicted sex offenders from going online to seek out children they could potentially harm,
Gov David Paterson: “Up to now many of them prowled the Internet sites, used screen names, used phony ages and disguises in order to potentially harm children and this legislation today we expect will severely curtail that,”
Here's how this is going to work,
The Division of Criminal Justice Services, which runs the sex offender registry, is mailing out letters to all 26,000 people on the registry,
That letter contains a form for them to check that either they have no internet access or e-mail address or check that they do and then list all of those addresses and screen names,
That list will be compiled and be accessible by the state and sites like MySpace and Facebook to keep sex offenders off,
Anyone who has to register has 10 days from when they open an e-mail account or screen name to notify the state, If they don't and they get caught, it will be a felony,
Andrew Cuomo/D-New York Attorney General: “The playground of today is not just on the street corner.
The playground is in cyberspace and if you want to protect children you have to protect them where they are,”
Attorney General Andrew Cuomo says investigations into MySpace and Facebook have shown that those sites have only been able to do just so much about safety until now,
Andrew Cuomo: “This law will now actually give private sector companies a tool to make their sites safer,
MySpace and Facebook have already agreed to use the registry, to run it against their site and eliminate sex offenders from using their company,"
This letter is already being sent out,
The registration requirement takes effect immediately,
DCJS says it will follow up with anyone who does not return the form in a reasonable amount of time -- and like the sex offender registry, anyone who fails to comply faces felony charges,
